Aliens from space .... decades of government cover up and propaganda Crazy talk or something else?

Sounds kinda crazy to me. An alien society that had the technology capable of traversing the incomprehensible vastness of space wouldn't have much need or incentive to negotiate with our least qualified earthly representatives.
