How to change my gamertag on xbox live?

I type the name into friends request and nothing comes up. When I go to change my name to it it says the name is already in use. Did somebody used to have the name so I can no longer have it and if so is there a way to get that name. Also it isn't silly or racist. It doesnt exist if you message or friends request but I think it used to be someones name
